Can solar panels continue to work during an outage?

Not automatic. Standard (grid-connected) PV inverters shut down during a power failure, because they need a stable grid to synchronize to. Generation can continue if your system supports 'island mode'/emergency power: an inverter that can form its own stable local grid (grid-forming) during the outage and run solar panels in a backup configuration, often so that the battery can recharge and feed (limited) consumption.
